Combating gender-based violence and all forms of harassment
Kigali, 17th september 2024
We would like to express our sincere apologies to anyone who may have been affected by the unacceptable behaviour of a member of the Volkano Fest organising team. We would like to assure them of our full support in any action they may take, including legal action.
We strongly condemn any behaviour of this nature and completely disassociate ourselves from the alleged perpetrator.
We also reaffirm our commitment to combating gender-based violence and all forms of harassment and to promoting safe and inclusive events.
As a result of the seriousness of these allegations, we have taken the difficult but necessary decision to withdraw from the organising team of this festival.
We thank you for your understanding.

Resigning members of the Vokano Fest organising team
We, the members of the Volkano Fest organising team, would like to thank everyone - sponsors and partners, volunteers, festival-goers, followers and supporters, the teams involved in the preparation of the third and fourth editions - who in one way or another have contributed to making this festival what it is today : a major event in the Rwandan arts and culture scene, a safe and inclusive place that is also committed to the environment and to supporting community and local development.
We would like to inform you that we have received reports of unacceptable behaviour - including assault and rape - by a member of the festival organising team.
These actions, which are contrary to our values and commitments, require us to take the following decisions immediately, irrespective of the verification of the facts by the relevant authorities :
— We strongly disapprove of the actions described to us and distance ourselves completely from them ;
— While we await the truth of the matter, the alleged seriousness of the situation is such that we can no longer work with the person concerned. It is therefore with regret that we announce our withdrawal [1] from the organisation of the Volkano Festival ;
— We apologise to those involved.
We encourage anyone who may have been affected to come forward [2]. We assure them of our support in any action they may wish to take.
We will continue to monitor developments and act in accordance with our principles.
This is a reminder of the philosophy of Volkano Fest as it has been defined since the four of us committed to organising the event in 2023 :
— A ’zero tolerance’ policy for harassment, violence and inappropriate behaviour, and the permanent exclusion of anyone who does not respect the Safe Space Policies set up during the festival.
— Ensuring a safe and inclusive event, in particular by creating the first Safe Zone for a festival in Rwanda, and organising training sessions on gender-based violence, harassment and consent for festival volunteers, staff and artists.
— Raising awareness of harassment and gender-based violence by broadcasting content during the festival and on its networks. Co-hosting panel discussions on these issues. Supporting the establishment of two platforms, MeTooRwanda and Rwandan Safe Events.
Beyond our indignation, and the legitimate indignation of everyone, the unacceptable behaviour described to us, which is absolutely contrary to our values, reminds us that we must remain vigilant and that the fight against sexual violence is unfortunately still topical.
Harassment and violence - sexual or otherwise - have no place in our cultural venues, festivals, nightclubs, parties and concerts, nor in Rwandan society in general.
We remain in solidarity with all victims and reaffirm our commitment to fight gender-based violence and all forms of violence and harassment. We are committed to promoting safer and more inclusive events - and society.
Clémence Tuyishime, Administrative and financial director of Volkano Fest
Bruno Gouteux, Consultant, Project manager, Volkano Fest
Nadia Kamasa Jumaine, Volunteer, Volkano Fest
Yannick Miara, co-director of Volkano Fest
[1] We offered the person concerned the opportunity to withdraw from the festival until the allegations could be verified. This was refused.
